Calif. uninsured rate cut in half

California's uninsured rate for health care was halved in the first year of Obamacare, a private study finds. Small businesses in California have won another year to update their employee health insurance to policies that are in full compliance with the Affordable Care Act. New shorter enrollment periods have been set for California's Obamacare operation. The 2015 open enrollment period begins Nov. 15 and runs through Feb. 15.
